We apply disciplined Front-End Loading to mature large industrial assets:

FEL-1 (Concept study): clarify business drivers and off-take, define viable technology routes and site constraints, produce order-of-magnitude CAPEX/OPEX and Class V estimates to enable option selection.
FEL-2 (Pre-FEED): develop the Basis of Design, utilities/offsites and plot plans, update Class IV/III estimates, run sensitivity cases, and build a risk-informed execution strategy. Project execution planning - including modularization studies (stick-built vs. PPMOF) - is embedded to address site labor availability and cut risk.
FEL-3 / FEED readiness: define process/utility packages, licensor alignment, and execution contracting strategy; deliver decision-quality cost and schedule with independent estimate review/benchmarking (incl. Aspen Capital Cost Estimator) and formal risk analysis.
FEED oversight / Owner’s Engineer: close scope gaps, protect operability/constructability, align change control, and prepare for EPC tendering and financial close.
